These buildings need to be placed on specific resource deposits found in your Suburbs initially. You may need to clear some surrounding Barbarian Huts and Scrubs before you can reach the deposit to build on it.

 

Once a resource building has been built, it can be moved to another location within your Suburb and will require a connection to a road before it can begin producing.
