Your rank, research, denarii, and all other points are shared across all of your suburbs, however, the resources  and goods stored in your forum are not.

There is no way to move resources and goods between your suburbs directly.  

In a new suburb you will have a new empty level 1 forum and need to collect scrub to obtain wood to build a barracks in order to begin fighting the barbarians and clearing space to build your buildings.
